Bomb and mine detection and clearance teams must be certified and equipped with essential equipment as well as have enough personnel and required technical detection and disposal methods. They must develop implementation plans and regularly supervise to ensure safety while carrying out the job.
This is mentioned in the Ministry of National Defence’s Circular 121 enclosed with national technical requirements to ensure safety while detecting and clearing bomb, mine and UXOs. The circular also says that bombs and mines clearance must strictly follow the implementation process, regulations and safety rules.
Because of the danger of the mission, forces involved in detecting and clearing bombs, mines and unexploded ordnance (UXOs) must be basically trained, certificated and have health checked. They must be provided with enough personnel and technical equipments, adequate and proper protection kits, vehicles and communication systems. Team leaders must strictly obey safety rules.
Teams involved in detecting and clearing bombs, mines and UXOs on land or under water must grasp requirements and strictly carry out the mission to ensure complete safety. Furthermore, it is essential to promote inspection and supervision to minimize serious consequences.
